Clayton County Accreditation Failure
Shame on David Scott the Sleeping Congressman

In 2003, after Rep. David Scott for the 13th District of Georgia, first when to Congress, the Clayton County School System was on probation by SACS. In 2008 after being in congress for six years, the Clayton County School system's accreditation was loss. The question is what Mr. Scott did to save SACS accreditation? Nothing! The 50,000-student district became the first in the nation to lose school accreditation since 1969.

 The Southern Association of Colleges and Schools said infighting among school board members and violations of board procedures have made the district "fatally flawed" and recommended that Clayton's accreditation be revoked, effective Sept. 1. [Eric Stirgus- AJC]

Listed are the 9 SACS mandates:
1. Establish a governing board that is capable of fulfilling its roles and responsibilities
2. Remove the influence of outside groups/individuals.
3. Enact and commit to an ethics policy.
4. Review all board policies. Train board members on policies.
5. Conduct a full, forensic audit of finances.
6. Conduct a comprehensive audit of student attendance records.
7. Ensure each board member is a legal resident of the county and is eligible to hold office.
8. Hire outside consultants with expertise in conflict resolution, governance and organizational
    effectiveness.
9. Appoint a permanent superintendent with the experience to lead the district.  

Gov. Sonny Perdue finally ordered the removal of four school board members after heeding the recommendation by Judge Michael Malihi, of the Office of State Administrative Hearings, and issued an executive order removing board members Michelle Strong, Louise Baines-Hunter, Yolanda Everett and Sandra Scott for violating the state Open Meetings Act and the state code of ethics.

Where was the Congressman’s help?  Rep. Scott who has showed no leadership for Six years in press releases on his own GA District 13 web site states: “I am working to identify any ways in which I can assist Clayton County in order to prevent the loss of accreditation from occurring. Earlier this year, (March 2008) I contacted the leadership of the U.S. House of Representatives Committee on Education, as well as the U.S. Department of Education to alert federal officials of this crisis and I will renew those calls for assistance.” If his alleged phone calls and alerts would have worked in April or March then Clayton County would not have lost its accreditation in August ‘08. It was extremely passive when a tenured member of Congress stood by and published press releases about “lip” action that jeopardize the life blood of one of his strongest counties—the children of Clayton County.

Scott states “I am extremely disappointed that SACS has chosen to repeal the Clayton County School System’s accreditation and I urge an immediate appeal of this decision.” Did he think that that a school board of untrained county residents was ready to address county management issues under review by a national accreditation board? You don’t make urging phone calls when 50,000 students' education are on the line!

Scott’s demonstration of taking a stand is affected by his lack of action and posted by his numerous PR attacks against anyone and any woman who stands against him (Donzella James and Dr. Deborah Honeycutt).

Clayton County students deserve better than a congressperson whose only skill is ordering press releases explaining why the problem is not his fault and only what he recommends to solve a problem that he should have addressed before it became a fatal one.

Mr. Scott is counting on the voters of Clayton County not to read the real news accounts of his corruption. DO NOT BE FOOLED A FOURTH TIME - WE MUST VOTE OUT DAVID SCOTT.

  • SACS Accreditors were particularly concerned that the board surrendered its governing authority to Thompson, Elgart said. In April, the board signed a contract that allowed Thompson as the new superintendent to violate policies and circumvent the board.
  • “The current contract cedes authority to the superintendent,” Elgart said. “It not only violates standards for accreditation, but board policy and violates state law.”
  • The accreditation loss doesn’t just affect students, but every resident and business owner in Clayton.
  • A team of investigators from across the nation reviewed Clayton’s progress and found no evidence to show the school system had a fully functioning board or permanent superintendent, Mark A. Elgart, president and chief executive officer of SACS said.
  • Elgart said he and two state Board of Education members appointed to help Clayton pointed out the flawed contract months ago, but the board didn’t listen.
  • Real estate agents have estimated the county has lost almost $550 million in housing equity since the school system was placed on probation in 2003.
  • “It’s about as bad a thing as could happen to a housing market,” said Richard Martin, associate professor of real estate at the Terry College of Business at the University of Georgia. MEGAN MATTEUCCI - AJC

Rep. Scott seems to have forgotten that the Clayton County School district was put on probation by SACS in 2003 during his first term in Congress. In his two subsequent terms things have gotten worse. His March 2008 press release clearly demonstrates the reactive nature of his leadership. It is an example of how his "too little and too late" press release responses to problems that have grown during his tenure. JUST PR THE PROBLEMS THE PUBLIC WILL BELIEVE IT- Well Rep. Scott the people deserve more than press releases.

The ‘derelicts’ provide cover for wavering members of the Caucus.

The envelope has been opened and the Worst Black Congresspersons are, in order of dereliction of duty to their constituencies: David Scott (GA), Sanford Bishop (GA), Artur Davis (AL), and William Jefferson (LA). The Four Derelicts earned the dishonor through the average of their votes, as documented in the five CBC (Congressional Black Caucus) Monitor Report Cards issued since September 2005, when the Monitor began evaluating the legislative behavior of the Congressional Black Caucus.

Challengers also affect the behavior of the CBC's Right Wing. Georgia's David Scott was a consistent “derelict” until challenged by Donzella James for his suburban Atlanta seat, in 2006. Scott, with access to millions in corporate cash, won handily - but was scared enough to slightly modify his previously knee-jerk pro-corporate actions. However, Scott's past history puts him firmly in the “worst” category, and he was still among the four Members that scored at the bottom of the class in the current Report Card, at 70 percent or less, along with Georgia’s Sanford Bishop, Alabama’s Artur Davis, and Brooklyn, New York freshman Yvette Clarke.

Andrew Honeycutt, husband of 13th District Congressional Candidate Deborah Honeycutt, picketed Congressman David Scott's offices in Clayton County and Cobb County demanding an apology for insulting his wife.

According to reports, Congressman David Scott approached a writer for the Atlanta Daily World during qualifying and asked about the 13th District contest,
“Are you helping that b----?”

Andrew Honeycutt sent a letter to Rep. Scott, asking for an apology. Scott did not respond.

“I wanted to give him a chance to respond. This picket is a response to his non-response," he said, "I'm just asking him to be respectful.”

An apology is the least that is needed. If a white sitting politician had made the comment, there would be a very vocal outcry. Congrats to Mr. Hunnicut. I hope he gets somed publicity focused on Mr. Scott’s arrogance and lack of respect.

It is obvious there is no more defining issue in our Nation today than stopping illegal immigration. The most basic obligation of any government is to secure the Nation's borders. One issue in which there appears to be a consensus between the Senate and the House is on the issue of building a secure fence. So rather than wait until comprehensive legislation is enacted, we should move forward on targeted legislation which is effective and meaningful. The legislation today provides over 700 miles of two-layered reinforced fencing, and for the rest of the border provides a virtual fence, via integrated surveillance technology.

Voted NO on reporting illegal aliens who receive hospital treatment.

Vote to pass the bill that would require hospitals to gather and report information on possible illegal aliens before hospitals can be reimbursed for treating them. The bill would also make employers liable for the reimbursements if an undocumented employee seeks medical attention, unless the employer meets particular conditions for exemption. The bill would specify that hospitals aren't required to provide care to undocumented aliens if they can be transported to their home country without a significant chance of worsening their condition.

Believe it or not, there are corrupt Democrats out there. I know it’s hard to comprehend because Democrats only desire to help the little people. Sadly, it appears Georgia’s own Congressman David Scott has been hanging around William Jefferson too much:

“I have done nothing wrong,” Scott said in an hourlong interview Thursday.

But a packet of tax, property and campaign documents that has been anonymously circulated among news organizations, including the Journal-Constitution, in recent months implies Scott has blurred the lines between his personal, political and family business.

Since 2002, Scott’s family members and business have received from the campaign between $52,000 and $344,000 every two-year election period. The Federal Election Commission allows that practice as long as family members are actually working and the business is providing a service it normally provides at a fair market price.

The Scotts said they decided to staff the campaign themselves after spending huge amounts of money on consultants in his first campaign.

“We were paying these consultants, and we were doing all the work,” said Alfredia Scott, who now runs the family business and her husband’s campaigns.

Remember the outrage when Tom Delay’s campaign hired his wife and daughter? Let’s see if Big Media is as outraged at Cong. Scott.

 

AJC David Scott says Hillary has “best chance to win”

Saying that New York Sen. Hillary Rodham Clinton was “smart, tough, and prepared”, Georgia Congressman David Scott announced his support for the former First Lady's bid for President.

“We've got to win,” Scott said. “Hillary is our best chance to win.”

Rep. Scott made these comments at Paschal's Restaurant where Sen. Clinton received the endorsement of Georgia Congressman John Lewis.

19 Sep 2007 // Rep. David Scott, an Atlanta Democrat, was named Tuesday as one the 25 most "corrupt members of Congress" by a ethics watchdog group that cited, among other charges, his failure to pay taxes on time and the mingling of his personal business interests and his campaign finances.

Citizens for Responsibility and Ethics in Washington made the charge in an online report at www.beyonddelay.org, that CREW said "documents the egregious, unethical and possibly illegal activities of the most tainted members of Congress."

Citing news reports and Scott's campaign-finance records, CREW said Scott's family advertising business, Dayn-Mark, failed to pay $154,000 in payroll taxes on time and $4,600 in local and state taxes since 1998.

Scott also was late in paying $23,200 in property taxes on his home.

Most of you don’t even know his name. David Scott (rhymes with rot) is the most non-representative Black person in the U.S. Congress. The very worst.

Rep. Scott, whose district lies south of Atlanta, runs with a gaggle of renegade rightwing House members that includes Harold Ford, Jr., of Memphis, Alabama’s Artur Davis and fellow Georgian Sanford Bishop. Scott leads the pack, having managed to vote with Republicans more than any other member of the Congressional Black Caucus on issues tracked by Techpolitics.org, the authoritative site run by veteran political researcher Ken Colburn.

Rep. Scott is lavishly rewarded for his loyalty to corporations. He ranks fourth in campaign contributions among Black House members ($803,334), according to Techpolitics, right behind Rep. Davis ($918,781), Ford ($1,344,398), and New York Congressperson Charles Rangel ($1,446,027). As the ranking Democrat on the House Ways and Means Committee, and having served in the Congress since 1970, Rangel deserves the money. The other three are whores to big business, and Rep. Scott is the worst. According to OpenSecrets.org, 76 percent of Scott’s political action committee (PAC) campaign funds came from corporations in the 2003-2004 election cycle. We know who he serves.

Scott aide cries foul, gets fired

Rep. David Scott has fired an aide who accused the congressman of having staff work for his campaign while on the congressional payroll.

Robert Merrill, who worked for four and a half years in the Georgia Democrat’s Jonesboro district office, told The Politico he was fired for contacting the media without approval.

Scott's office denied the congressman has compelled staff to do political work but wouldn't comment on why Merrill was fired.

After The Politico published a story exposing Scott's tax problems and his mixing of his campaign, personal and business finances, Merrill e-mailed the reporter.

"If only you knew the rest," Merrill wrote in an unsolicited e-mail sent from his official House e-mail address. "This is relatively minor compared to his use of congressional staff on campaign and fundraising work."

In ensuing e-mails and telephone calls, Merrill named congressional employees he said Scott hired specifically to do campaign work, including one who formerly worked for a Scott-family-owned advertising firm.

One former employee, Sarah Balog, who worked in Scott's district office from 2003 to 2005, said she "never saw or knew of anyone working on campaign work on government time, period. It didn't happen."

It's not uncommon for campaigns to pay off-the-clock congressional employees for political work. Neither Balog nor a majority of the 35 people listed at one time on Scott's congressional payroll received any payments from Scott's campaign committee. But eight of those people were paid a total of $57,000 in donor funds, according to Federal Election Commission records.

Scott's office issued a statement calling Merrill's allegations about forced political work "untrue." Aides would give no details about Merrill's departure but did not dispute that he had been fired. "We are not able to comment on the motivations of this former employee," the Scott statement said.

Merrill suspects the congressman became aware of his contact with The Politico by checking his e-mails. Asked if the office monitored employees' e-mails, Scott spokesman Michael Andel said, "We do not discuss internal office procedures."

Before his dismissal last month, Merrill forwarded e-mails sent by Scott's aides to and from their congressional accounts organizing a fundraiser for Scott held last month in Atlanta. An itinerary for the fundraiser included details such as the number of people who would sit at each table: "a head table set up for the 'Big Donors'' would seat 12 people, while "other tables will seat about 6-8 people. We will be figuring out who will be sitting at the head table in the next day."

The itinerary also spelled out roles at the fundraiser for employees of Scott's congressional office, including manning the sign-in table, taking photographs and driving the fundraiser's guest of honor, Rep. Barney Frank (D-Mass.), to and from the airport.

Rep. David Scott (D-GA) is a third-term congressman, representing Georgia’s 13th district. Rep. Scott’s ethics issues stem from allegations of tax evasion and misuse of official resources for political campaign activity.

Tax Evasion

In 2003, Rep. Scott and his wife, Ms. Alfredia Scott, began missing federal income tax payments that now total nearly $154,000 and have failed to pay $23,200 in taxes on their Georgia home. In addition, their company Dayn-Mark Advertising, failed to pay over $4,600 in local and state taxes since 1998. At the same time the Scotts were failing to pay their taxes, they increased their stock holdings from $5,000 to about $67,000 and bought a $702,000 rowhouse in Washington D.C. More than 40 tax liens have been placed against Rep. Scott’s home and business.

Personal, Business and Campaign Finances

Since Rep. Scott’s first congressional bid in 2002, Rep. Scott’s wife, two daughters, his son-in-law and employees of Dayn-Mark have received disbursements from his campaign committee. From 2002 through the July 2007 FEC reporting period, Rep. Scott’s campaign committee paid a total of $124,795.98 to his wife, two daughters and son-in-law, and $491,382.00 to Dayn-Mark Advertising and its employees. Rep. Scott has reimbursed himself $98,952.75 for travel, billboards, and fund-raising expenses. In total, since 2002, Rep. Scott’s committee has disbursed $715,330.17 to his family, business, and himself. The payments to his family and company became larger and more frequent in 2003, around the same time Rep. Scott was falling behind on his taxes.

Rep. Scott, by failing to pay taxes on his home and business and by failing to pay property taxes on his Georgia home may have violated federal and state tax laws.

This morning, after this story in The Politico.com, the Atlanta paper finally “investigated” the tangled web of Rep David Scott’s (D-GA) campaign finances. The AJC story consists largely in uncritically reporting the Scott camp’s explanations of documentary evidence that, according to the paper, “has been anonymously circulated among news organizations, including the Journal-Constitution, in recent months.”

Cowards Hide Behind False Face & Names
Over the past couple of weeks I as the Leader of Democrats For Good Goverment have recieved several phone calls and emails from people posing to be news reporters and supporters of the Democrats all asking questions about this website (DemocratsForGoodGovernment.com) and the flyers we are passing out.

Everyone is making a mad attempt to link this website and this organization to a republican candidate when we clearly state this is “Democrats For Good Government” are they blind or just stupid?

This site exist to provide voters with a comprehensive overview of what’s wrong with our incumbent representative—David Scott, 13th Congressional District GA. We are sick and tired of bullies and cowards who hide behind news reporter for the AJC – Ben Smith and Clayton New Daily- Joel Hall who profess that a story is being published but never show up in any paper. Stop wasting my time!

We are tired of so-called concerned Democrats who support David Scott or may actually be David Scott using alias like “Madison Avenue” and sending cowardly email threats. I guess they got the message from Rep. David Scott thru Homeland Security and the FEC.

Let it be known that Democrats For Good Government is not paid for by any candidate running for office. David Knox has done work over the past years for David Scott, Deborah Honeycutt and Donzella J. Andre Walker internet consultant and pitiful reporter has been mischievously acting as the brass mouth piece for David Scott (incumbent, GA 13 US Senate) in his on-line blog called the GA Politics Unfiltered which is apparently sponsored and  funded by David Scott. Andre has a history of attacking anyone who doesn't like David Scott. Which includes David Knox, Donzella James and Deborah Honeycutt (two women he has also called the "b" word).

"Democrats for Good Government" Leader Gets Money From Republican Candidate
Despite telling the Atlanta Journal Constitution otherwise, a company owned by the head of a group called "Democrats for Good Government" received two payments for "internet consulting" from Republican Deborah Honeycutt's congressional campaign.

This is information about payments is unfounded. There is no record of payments or activity connecting Democrats For Good Government to any one's campaign for 2008, point , blank, period. Furthermore, Walker mentions at the end of his report that he attempted to reach me (at 10am on Sunday morning and then published  his blog at 11:00am- PCT - Prime Church Time!) Who is he kidding? Any God fearing Christian able to move, would be in church on Sunday morning and not at their computer waiting for some unknown character working for David Scott sending emails.

What is more interesting is that Andre Walker is only covering the 13th District race. Why because it's the only race of interest for David Scott his corrupt benefactor. Could approx. $2,000.00 have any thing to do with it? Open Secrets tells all about it at their site or go to the FEC site!

Also didn't David Scott say in the AJC that Hillary Clinton was his candidate for 2008 President but now is seen sponsoring Senator Barak Obama? Wow! But that was only reported in his blog.

I called the AJC and asked them to run a story about 13th Distict US Congress Senator David Scott hiding behind the skirt of his internet consultant Andre Walker aka "Madion Avenue" who is being paid by a political candidate. I don't know if they are in bed together or not, but Walker and Scott need to concentrate on handling the truth and not private citizens.
